Of International architecture and urban planning contest

Sochi-2035 the Image of the Future through the Eyes of the Young

carrying out by Sochi City Administration

(during preparation and holding the XIX World Festival of Youth and Students since 16 to 21 of October 2017, in Sochi)

 

 

International architecture and urban planning contest Sochi-2035 the Image of the Future through the Eyes of the Young (further in the text “the contest”):

– it is being organized by Sochi city Administration in co-ordination with Public organization Urban Planning Council of the Resort City of Sochi, Public organization Sochi City Organization The Union of Architects of Russia (further in the text  “PO SCO UAR”) and in interaction with the Organizing committee of the XIX World Festival of Youth and Students (further in the text “the Organizing committee”), with the assistance of regional and national organizations of the Union of Architects of Russia (further in the text – UAR), International Union of Architects (further in the text “IUA”), Russian Academy of Architecture and Construction Sciences (further in the text “RAACS”), the International Academy of Architecture (further in the text “IAA”).

– it is open and it is being carried out during preparation and holding of the XIX World Festival of Youth and Students (further in the text – the Festival) planned since 16 to 21 October  2017, in the city of Sochi.

The announcement of carrying out the contest, this Provision and documents provided by Provision, and other information concerning the contest is placed on the following Internet resources: www.sochiadm.ru, www.archi-sochi.ru, http://www.gradsovet-sochi.com/ as well as other resources in coordination with their owners.

 

 

  1. Participants of the contest
    • Participants of the contest can be:

– graduated architects and groups of architects, students of architecture field,  leaders of architecture  groups, young scientists, and  specialists of any country around the world (aged up to 35 years on the day of applying) who expressed desire to participate in the contest and satisfying requirements of this Provision.

 

  1. Purposes of the contest
    • The contest is oriented to search a strategy for environmental, eco-friendly, and sustainable development of the resort city of Sochi; to solve practical problems of improvement of communication system between the seaside territory and foothill settlements; to find aesthetic expressiveness and ensemble integrity of the urban environment; to develop of public spaces and tourist routes towards noteworthy places.
    • The contest appeals:

– to attract attention of the society to recreational potential, environmental problems, and safety of the development of water protection zones and estuarial zones of river valleys of the resort city of Sochi.

– to promote forming of the Image of the Future and implement innovative technologies of sustainable development of the resort city of Sochi.

2.3 Purposes of the contest:

– to overview the innovations reflecting prospective tendencies in organization and typology of the public spaces integrated into waterways; to choose conceptual offers for further design and implementation which correspond mostly with ecological and social criteria of quality of the residential and recreational environment of Sochi as the world-class resort city.

– to choose innovative design solutions offering the way along the water as the direction to the image of the future  for the resort city of Sochi.

– to select participants for the educational program The Black Sea – Sea of Friends – Mountain of Ideas – Rivers of People in the field of Planning Future: Architecture and Design within the XIX World festival of Youth and Students in the city of Sochi; to select projects for exposure in the pavilion of scientific achievements The Future of the Cities at exhibition of world and Russian innovative achievements with participation of Russian and international companies and young scientists.

 

  1. Stages

 

  • The competitive program provides two stages:

 

Stage 1 – carrying out the contest during preparation for the XIX World Festival of Youth and Students in the city of Sochi.

The contest is held from June to September 2017. Materials of the contest projects are accepted by e-mail: gradsovet@mail.ru – till 30 of August 2017 and will be posted on the website of Public organization Urban Planning Council of the Resort City of Sochi (http://se1dom.wixsite.com/gradsovet/) and PO SCO UAR (www.archi-sochi.ru).

The international jury estimating the projects provided by participants across 5 the contest territories (in the presence of more than 3 competitive projects on each platform) defines 5 winners (the 1st place award) and also 10 prize-winners (the 2nd and 3rd places) and awards the Grand Prix in addition. In a case of absence of necessary number of competitive projects across one of competitive territories (more than 3) there is no award but the diploma of the participation is issued to the contestants.

Besides, by the decision of partners of the contest 10 winners of special premiums will be defined. Thus, 26 contest projects will be recommended for presentation in the exhibition of the Future of the Cities pavilion during the XIX World Festival of Youth and Students in Sochi. Organizers of the contest assume expenses for production (printing) of exposition materials of the contest projects (presentation boards, banners, catalogues of the winner-projects and participants of the contest).    Representatives of team-winners of the contest (no more than 3, up to 35 years) will be delegated for participation in the 2-nd stage.

Stage 2. The presentation of results of the contest during the XIX World Festival of Youth and Students in the city of Sochi since 16 to 21 of October 2017 year.

At the 2-nd stage 26 team-winners and prize-winners of the 1-st stage of the contest delegate the representatives on the Festival (see the item 4 presents of Provision); the delegates will participate in a competition for reward in the nomination Public Recognition, (it will be awarded by audience total votes assessment on the subjects Water and Peace and Live Water Live Cities and the competitive projects presented in exhibition at the Future of the Cities pavilion).

 

  1. Structure of the Jury

4.1. In a jury structure there are members of International Union of Architects and Russian Academy of Architecture and Construction Sciences (representatives of the Unions of Architects member states of International Union of Architects), the leading architects recommended by the Union of Architects of Russia (the application No. 4 to this Provision). In structure of Reference-writing Office architects and specialists of the adjacent directions are recommended to be selected by the Union of Architects of Russia.

4.2. For decision-making the Jury members gather in the city of Sochi from 20 to 23 of September 2017. The procedure for the work of the Jury is set up at the 1-st plenary meeting on 20  September, 2017. Terms of carrying out are being clarified.

4.3. The Jury sums up the results of the 1-st stage of the contest making decisions about competitive projects on the basis of preliminary personal and team natural studying of competitive territories by judges; competitive materials and the conclusions of experts-reviewers (it is provided to the judges 6-7 September) proceed from the principles of identification of the best project with the high level of professionalism and skill:

4.4. Each judge of the contest estimates a project of a participant with a 10-point Grading Scale. Projects are distributed in prize-winning places according the number of grades. In a case of gaining the identical number of grades the selection of the applicants continues by voting at plenary meeting of the Jury.

4.5. The solution of the Jury is registered by the report and is final without any further discussions.

 

 

 

  1. Awards of the contest

5.1. The project taking the 1-st Place Award is called “the winner”.

The project taking the 2-nd or 3-rd Place Award is called “prize-winner”:

  • 1-st Place Award – Diploma with Honor, award of 70 000 rubles, and a commemorative gift) – 5 projects (1 per competition area);
  • 2-nd Place Award (2 degree Diploma, award of 50 000 rubles, and a commemorative gift) – 5 projects (1 per competition area);
  • 3-rd Place Award (3 degree Diploma, award of 30 000 rubles and a commemorative gift) – 5 projects. (1 for each competition area).

5.2. The best project of the competition will be awarded with the Grand Prix of IUA according the Jury’s decision (Gold Medal and Gold Diploma with a prize of 150,000 rubles).

5.3. Besides, there are special awards for outstanding projects in a certain scientific field; the decision about these project awarding  is for making by independent commissions with later presentation at the Festival.

5.4. The independent commissions can award particular projects especially. In accordance with the results of the Internet voting the Public Recognition Award will be given with a representation of the awarded project at the exhibition within the Festival. The decision about special awards is out of the Jury’s resolution.

5.5. Teams of authors of the contest projects gained award or special award of the International Jury (no more than 26 teams) will get an opportunity to send 3 representatives in age up to 35 years old for participation in the Festival and in competitions for the Public Recognition Award which will pass at discussion platforms of the Festival.

 

 

  1. Evaluation criteria for the contest project

 

6.1. Organization committee expects presenting of the innovation ideas in the field Green Technologies for development of the resort city of Sochi. The trance disciplinary and eco-friendly approach aimed the future of Sochi city resort facing the following scientific fields:

Urban planning: The resort city should be green and comfortable;

Architecture: bioclimatic architecture for life, work, and rest;

Science: smart and eco-friendly city – alternative transport, utilization of household waste following the principle of zero-level waste, water zones protection;

Urbanistics: yesterday-today-tomorrow hospitable city – the opportunities of citizens involvement into project implementation (a social involvement);

6.2. Criteria for evaluation of project:

  1. Matching to the contest’s subject (item 6.1);
  2. Presence of modern tends and trends of the mentioned above fields;
  3. Innovations in the field of architecture;
  4. Technological effectiveness and innovations in the field of ecology;
  5. Composition integrity of entire project, art and figurative expressiveness of design solution for planning fragments, including the offers on planning of Mira Alley;
  6. Social orientation of the project;

6.3. While assessing the contest projects for each of 5 contest territories at 1-st stage the transdisciplinary character of proposed architectural and planning solutions on the following directions is considerable: Urbanistics, Ecology, innovations, and social efficiency.

 

  1. Subjects for design

 

  • 1. Subjects for design include 5 territories extended along the river valleys having the potential for territorial development but complicated with objects of negative impact. For forming of public space in the river valley for local people and tourists traveling from outlying foothill areas to the sea; participants are offered to choose one territory in the river valley of Sochi:
  • Bitkha river valley of 252 hectares (an object of negative impact is a zone of closed household waste dump in a reclamation stage);
  • Zapadniy Dagomis river valley of 263 hectares (an object of negative impact is a career zone);
  • Vereschaginka river valley of 230 hectares (objects of negative impact are zone of closed household waste dump and closed city cemetery);
  • Matsesta river valley of 250 hectares (the field of Matsesta hydrogen sulfide waters is a resort centre. Objects of negative impact are ruined constructions and utility objects);
  • Kherota river valley of 251 hectares (objects of negative impact are industrial zone, zone of closed household waste dump in a reclamation stage).

7.2. The participant of the contest should choose one of 5 offered the contest territories for design.

 

 

  1. Results of the contest

8.1. The contest will allow to see the image of future city of Sochi through the eyes of young generation in presented projects; this generation should implement these ideas and then live in future city of Sochi. The most successful design proposals noted by the Jury and recognized the public, having the social importance and potential for investments will be recommended for inclusion in the content of the Flagman projects of the Strategy of Social and Economic Development of Sochi till 2030 and in the Strategy of Social and Economic Development of Krasnodar Region till 2030 year; also these design proposals will become a part of the federal target program for development of The Sea of Azov and the Black Sea resort agglomeration – the Southern Seafront of Russia and will influence the solutions of the post-Olympic renovation of Sochi city Master Plan.

8.2. Involving youth from the different countries in a creative competition of the contest will help to attract attention of Russian and world community as well as city developers to perspectives of the resort city, increase the level of patriotism among young people, level of ecological awareness and city-planning thinking, extend interest in active participation in development of the hometown among local people.

 

  1. Winners awarding

9.1. Awarding of winners will take its place in the final day of the Festival.

Winners and prize-winners will receive:

9.1.1. Grand Prix awardee (one project):

  • Gold medal of IUA and Gold Diploma of the Grand Prix;
  • memorable prize;
  • monetary prize;
  • publication of the project in the catalog of the contest;
  • presentation of the project in the exhibition pavilion Future of the Cities within the Festival;
  • publication of the project on the websites of organizers of the contest and on the Internet portals of information partners.

9.1.2. Winners and prize-winners (15 projects):

  • diploma of the winner or prize-winner;
  • memorable prize;
  • publication of the project in the catalog of the contest;
  • presentation of the project in exhibition pavilion Future of the Cities within the Festival;

9.1.3. Projects with special award and prize of Public Recognition (10 projects):

  • memorable prize, special diploma, Diploma of Public Recognition;
  • placement of the contest project in the catalog of The contest ;
  • presentation of the project in the exhibition pavilion Future of the Cities within the Festival;
  • publication of the project on the websites of organizers of the contest and on the Internet portals of information partners.

9.1.4. Laureate of Public Recognition Award (1 project):

  • memorable prize and diploma of the winner of the award Public Recognition;
  • placement of the contest project in the catalog of The contest;
  • placement of the contest project in in the exhibition pavilion of the Future of the Cities within the Festival;
  • placement of the contest project on the websites of organizers of the contest and on the Internet portals of information partners.

 

9.1.5. Participants of the contest :

  • certificate of the participant;
  • placement of the contest project in the catalog of The contest (whenever possible).

 

 

  1. Entry requirements

10.1. Order of project provision and file requirement:

10.1.1. Presentation board file requirements: 900mm of width and 2000 mm of high, portrait orientation, “.jpg” or “.tif” with 150 dpi, CMYK color model, and curved text. Project files should be sent on e-mail: gradsovet@mail.ru

10.2. Sending project files a participant confirms:

  • the authorship to the project (any form of copying will bring disqualification);
  • his agreement and agreement of all the project-team members on taking part in the contest, usage of the application form according the decision of the organizing committee including the Internet and mass media publication
  • that in case of claims from the third parties persons project materials will be excluded from the contest participation;
  • that in case of receiving claims from the third parties persons the participant of the contest assumes responsibility completely for the third party persons rights violation;
  • that in a case of revealing violation of the contest requirements or author’s rights on the given work after the rewarding any given awards and prizes are cancelled and returned to the Organization committee.

10.3. All the exposition materials of the competitive projects printed by the Organizing committee are remained to stay in the archive of Public organization Urban Planning Council of the Resort City of Sochi on the rights of property.

 

  1. Anonymity

11.1. All the design proposals will be presented with assigned identification number (9 signs). There should not be any kind of information revealing a personality of a project’s author.

11.2. Responsibility for keeping anonymity of the authorship data of the project is on the representative of the Organizing committee of the contest registering applications for participation and assigning identification numbers to participants;

11.3. Information regarding the authorship of the project written in the application form will be revealed right after the Jury’s decision. The organizing committee of the contest guarantees nondisclosure of the personal information (regarding The Federal law “About Personal Information” of 27 July, 2006 No. 152-FZ) which became known during the contest preparation except its mentioned above usage;

11.4. Each of the participants is obliged to not publish the contest project anywhere (completely or in fragments) before summing up the contest.

 

 

  1. Basic data for design

 

12.1. The basis for the announcement of the contest  is the Resolution of the Head of Sochi resort city About carrying out by Sochi City Administration of International architectural and urban planning contest  Sochi 2035 –  The Image of the Future through the Eyes of the Young (within preparation and holding the XIX World festival of youth and students which will take place since 16 to 21 October, 2017 in Sochi) and this Provision;

12.2. The program and conditions of The contest are published on the websites www.sochiadm.ru, www.archi-sochi.ru, http://se1dom.wixsite.com/gradsovet and others the Internet resources in coordination with their owners;

12.3. All the participants of the competition registered in accordance with the established procedure receive the documents and materials necessary for work on the competitive project including:

  • the contest task;
  • placement scheme of 5 competitive territories on the Master Plan of the resort city of Sochi;
  • placement scheme of 5 competitive territories on the map of urban planning zones of Land Usage and Building Rules of the resort city of Sochi;
  • topographical material in scale 1:4000;
  • photo-capture of the existing state;
  • layout of the presentation board;

 

  1. Registration of participants of the contest

13.1. Registration of participants of the contest is opened until 31th August, 2017.

13.2. To prepare all the necessary documents for the Festival participants in time there is a need for the authors team leader to clarify personal information about persons (up to 3 under 35 years old) to be delegated to the Festival in a case of winning.

13.3. The application fee of 7000 rubles includes a printing of a presentation board (900mm of width and 2000 mm of high), publication in the catalog 1/8 of a printed page;

  1. Terms of representation of works

14.1. The announcement of the contest is on 1st June, 2017.

14.2. Registration of the participants of the contest until 31th August, 2017.

14.3. Answering the questions of participants until 25th August 2017 year;

14.4. Deadline for submission of the contest projects is 24:00 (Moscow time) of 1st September, 2017. All the projects sent after this date will not be considerable.

 

  1. Summing up the contest

15.1. The contest results (1 stage) will be announced based on the results of the International Jury work on 24 September, 2017;

15.2. During the Festival since 16 to 21 October, 2017;

15.2.1. Exposure of the finalists’ projects at the exhibition hall Future of the Cities within the Festival since 16 to 21 October, 2017;

15.2.2. The date of announcement of the contest winner in the nomination Public Recognition is 20 October, 2017;

15.2.3. The first step of of the winner-project implementation is the establishment of a festival park and Mira Alley 21 October, 2017;

15.3. At public zones of Sochi city after 21 October in November, 2017:

15.3.1. Open exposure of contest projects will be arranged at the Square of Art of Sochi Art museum within the exhibition Sochi is a Hospitable City;

15.3.2. Exposure of finalists’ competitive projects will be arranged within the ARH-RAZREZ exhibition of the Sochi organization of the Union of Architects of Russia in the Sochi Art museum.

 

  1. Disqualification of participants

16.1. The participant can be disqualified on the following reasons:

– a project provided by the participant does not correspond to the contest requirements about its structure and contents;

– discrepancy of the project to moral standards and morality, promotion of immoral behavior by the participant of the contest.

16.2. The decision about disqualification is made by Jury on the basis of information provided by the Organizing committee.

 

 

 

  1. Organizing committee

17.1. Status of Organizing committee of the contest (Application No. 7) – The organizing committee is the principal governing authority of the contest.

17.2. Modus operandi of the Organizing committee of the contest:

– the Organizing committee performs the activity by holding meetings and making decision which are noted in the record.

– the Organizing committee is competent to make decisions in a presence at a meeting more than a half of all the members of the Organizing committee.

17.3. Plenary powers of the Organizing committee of the contest:

– the organizing committee defines rules, terms of carrying out, and the order of participation in the events held within the contest.

– the organizing committee invites information partners of the contest, posts information about the contest on the official site of the contest and websites of members of the Organizing committee and other mass media; holds events within the advertising campaign of the contest, provides the publicity of the results of the contest;

– the Organizing committee informs about the start and the deadline of the contest, and order of participation and winners rewarding;

– the Organizing committee determines the focus to competitive territories, determines requirements for competitive projects, and criteria of its estimation;

– the Organizing committee does acceptance of messages, information, and documents including application forms and competitive offers from participants;

– the Organizing committee provides forming of the International Jury and creates conditions for its work according to sub-item 4.1-4.4 of this provision;

– the Organizing committee prepares conclusion for the Jury about compliance/discrepancy of the competitive project with the requirements of the contest for making decision about disqualification according subitem 16.1-16.2 of this provision;

– the Organizing committee sums up the contest results on the basis of the report of Jury and the commissions on special awards and posts information about the contest  results on the websites: www.sochiadm.ru, www.archi-sochi.ru, http://se1dom.wixsite.com/gradsovet

– the Organizing committee on the basis of the report of Jury and the commissions on special awards sends to the Organizing committee of the Festival the list of winners of the contest   for sending e-mails to the official invitations to participation in the educational program of the Festival Planning the Future: Architecture and Design;

– the organizing committee provides establishment of a festival park and Mira Alley in honor of the Festival.

 

  1. The Reward Fund and the Board of Trustees of the contest

18.1. The Rewards Fund of the contest is being formed according to the Federal law “About Charity and Charitable Organizations” 11 August, 1995 No. 135-FZ (current version) at the expense of charitable gifts, means of sponsors and other sources on the special account of with Public organization Urban Planning Council of the Resort City of Sochi which is acting on the basis of the Charter;

18.2. The Board of Trustees supervises on the contest distribution of means of the Reward Fund (Application No.-8) acting on the basis of the this provision;

18.3. The Board of Trustees is the supervisory (consultative) authority of the contest;

18.4. Modus operandi of the Board of Trustees of the contest:

– the Board of Trustees performs the activity on a gratuitous basis by holding meetings and decision making which are made out by the report;

– the Board of Trustees is competent to make decisions in a case of presence at a meeting more than a half of all the members of the Board of Trustees;

18.5. Plenary powers of the Board of Trustees:

– the Board of Trustees controls budget forming order of the contest, receipt and an expenditure of funds of the special account of Public organization Urban Planning Council of the Resort City of Sochi;

– the Board of Trustees invites information partners, sponsors, and philanthropists of the contest, posts information about the contest on the official sites of members of the Board of Trustees and in other mass media; holds events within the information advertising campaign of the contest, supervises for publicity during the assessment of the results of the contest  and rewarding of winners;

– members of the Board of Trustees have the right to nominate special awards to participants of the contest from independent sources according to its own criteria of estimation of the contest  projects.
